A card designed for a "Magical Tech" or "Arcane Energy" theme. It uses a palette of Deep Indigo (#10081a), Ethereal Blue (#00eaff), and Magical Purple (#8a2be2). The key feature is the "Living Border", which is not a solid frame but a constantly shifting network of energy lines that weave and flow around the central content.

Benefits:

1. Dynamic Background: The "heavy border" is not a static object; it's a dynamic animation. By applying different stroke-dashoffset animations to overlapping SVG paths, we create a mesmerizing "weaving" effect that feels alive and constantly changing. This provides visual interest without being distracting.
